摘　　要：双循环发展格局下,区域产业创新系统亟需强化需求牵引供给、供给创造需求的要素匹配。在科学构建区域产业创新系统要素匹配模型及其要素构成指标基础上,基于2004-2019年全国省级高技术产业面板数据,本文以国家自主创新示范区为准自然实验,采用双重差分模型检验了政策试点对区域产业创新要素匹配的影响及其内在调节机制。研究发现:(1)政策试点有效驱动了区域产业创新要素匹配,且驱动效应存在显著的时空异质性,随着距离的增加,政策试点对周边省、自治区、直辖市要素匹配的影响呈“U”型走势;(2)经济开放度与知识产权强国战略是政策试点要素匹配效应发挥的重要区域调节因素;创新依赖度是政策试点要素匹配效应发挥的重要产业调节要素;(3)政策试点对不同类型要素匹配均发挥了显著的驱动作用,驱动效应总体呈“制度型匹配>外需型匹配>资源型匹配>内需型匹配”的趋势。Under the"dual circulation"development pattern,regional industrial innovation system needs to strengthen the factor matching of demand traction supply and supply creation demand.Based on the scientific construction of the regional industrial innovation system factor matching model and its factor composition indicators,and based on the panel data of provincial high-tech industries in China from 2004 to 2019,this paper takes the national independent innovation demonstration zones as the natural experiment,and uses the differential difference model to test the influence of policy pilot on regional industrial innovation factor matching and its intrinsic regulatory mechanisms.The results show that:Policy pilot effectively drives regional industrial innovation factor matching,and the driving effect has significant spatio-temporal heterogeneity.With the increase of distance,the influence of policy pilot on factor matching of surrounding provinces and autonomous regions shows a U-shaped trend.@Economic openness and intellectual property power strategy are important regional regulatory factors for the factor matching effect of policy pilot;innovation dependence is an important industrial regulatory factors for the factor matching effect of policy pilot.③The policy pilot has played a significant driving role in matching different types of factors,and the overall driving effect shows a trend of"institutional matching>external demand matching>resource matching>domestic demand matching".
