摘  要:深化电力行业改革,构建以低碳能源为主体的电力系统对实现双碳目标十分重要。通过对能源结构的研究,确定出核电、风电和太阳能光伏发电为低碳基荷发电技术。利用平准化发电成本、生命周期理论等研究方法构建出碳减排成本模型进行测算,同时利用现有文献对比研究发现:三种发电技术的平准化电价水平已接近或低于火电;三者碳减排成本相差不大;核电具有比较明显的优势。结合上述研究成果对电力行业改革提出建议。Deepening the reform of the power industry and building a low-carbon energy oriented power system is crucial for achieving the dual carbon goal.By studying energy structure,determined that nuclear,wind,and solar photovoltaic are low-carbon base load power generation technologies.A carbon emission reduction cost model was constructed using research methods such as levelized power generation costs and life cycle theory for calculation.Through comparative research using existing literature,it was found that the levelized electricity prices of the three are close to or lower than thermal power;The cost of carbon reduction among the three is not significantly different;Nuclear power has obvious advantages.Propose suggestions for the reform of the power industry based on the above research results.
