风电场改造升级经济评价方法研究

摘　　要：早期投产的风电场由于技术落后、设备老化、备件停产、故障率高等问题,利用小时数低、运维成本高昂,项目收益较差,通过改造升级可改善以上问题。然而,目前就风电场改造升级缺乏具体的经济评价方法,容易造成投资决策失误。对风电场改造升级经济评价的范围界定、简化处理、计算期可比性、原有资产利用等要点进行分析。风电场改造升级前后计算期相等时,可综合采用“总量法”的净现值法、净年值法与“增量法”的差额内部收益率法、差额净现值法中的一种或几种评价指标;改造升级前后计算期不相等时,则应采用“总量法”的净年值法。以某早期投产的带补贴风电场为例,对备选方案的现金流量进行分析,计算评价指标值。结果显示:增容改造方案的净年值最优,增容改造方案为最优方案。Due to underdeveloped technology,aged equipment,spare parts suspend production and high failure rate,wind farms put into operation in the early stage are facing problems:low utilization hours,high operation and maintenance costs,and poor revenues.The above problems can be improved by reconstruction and upgrading.However,at present,there is a lack of specific economic evaluation methods for the reconstruction and upgrading of wind farms,which is easy to cause mistakes in investment decisions.This paper analyzes the scope definition,simplified processing,comparability of calculation period and utilization of original assets of the economic evaluation of wind farm reconstruction and upgrading.When the calculation period before and after wind farm reconstruction and upgrading is the same,one or several evaluation indexes of net present value method,net annual value method,internal rate of return and net present value of incremental investment method of“gross method”can be integrated.When the calculation period before and after reconstruction and upgrading is not equal,the net annual value method of“incremental method”should be adopted.Taking a subsidized wind farm put into operation in the early stage as an example,the cashflow of alternative schemes is analyzed and the evaluation index value is calculated.The results show that the net annual value of the capacity increase scheme is the highest,and the capacity increase scheme is the best scheme.
