摘　　要：通过对数据要素产生、变现的过程进行研究,构建了数据资产管理体系框架模型。该体系框架包含数据资产运营框架、数据资产体系模型、数据资产工程实施模型3部分。其中,数据资产运营框架定义了数据要素运转原理,即业务数据化、数据资产化、资产服务化、服务业务化“四化”过程;数据体系模型是包含业务数据层、数据汇聚层、数据模型层、数据服务层、数据应用层的5层模型,实现了数据分层治理,数据从下往上流动实现数据要素价值;数据资产工程实施模型定义了实施的指导模型,包括工程管理流程、数据模型开发流程、应用开发流程和数据资产资源管理4部分。文章还介绍了该体系框架模型的实践应用,在历史系统、在建系统、新建系统环境中数据资产管理的实施中,验证了该体系框架模型在数据资产管理中的可行性,旨在为企业数据资产管理建设提供有价值的参考。By studying the process of generating and realizing data elements,a data asset management system framework model was constructed,which includes three parts:a data asset operation framework,a data asset system model,and a data asset engineering implementation model.The enterprise data asset operation framework defines the operational principles of data elements,namely the“four transformations”process of business data,data asset,asset service,and service business.The data system model is a 5-layer model that includes a business data layer,a data aggregation layer,a data model layer,a data service layer,and a data application layer.It achieves hierarchical data governance,and data flows from bottom to top to realize the value of data elements.The implementation model of data asset management engineering defines the guidance model for implementation,including four parts:engineering management process,data model development process,application development process,and data asset resource management.The article also introduces the practical application of the system framework model in data asset management in historical systems,under construction systems,and new system environments,verifying the feasibility of the system framework model in data asset management and providing valuable reference for the construction of enterprise data asset management.
