关于提升非税收入征管信息化水平的思考

摘　　要：非税收入征管信息化是实现非税收入征管现代化的必然选择,也是推动非税收入征管提质增效的重要抓手和促进非税收入征管水平提升的关键手段。目前,税务机关在非税收入征管信息化的过程中,还面临跨部门数据共享和系统联动难度大、数据处理和信息化实现复杂、非税收入信息化人才稀缺等困难。通过提升非税收入征管信息化水平解决征管实际困难,需要在坚持“统一、融入、创新”导向的基础上,强化组织领导,树牢“税费皆重”理念,强化部门联动,营造工作合力,以融入、复用为核心,充分利用现有信息化资源,以集成、创新为手段,全面开展信息技术应用,提升非税收入征管信息化水平。The informationization of non-tax revenue collection and administration is an inevitable choice in this area,and it is also a crucial means to promote the quality and efficiency of non-tax revenue collection and management,as well as a key method to enhance the level of non-tax revenue collection and management.Currently,tax authorities still face some difficulties in the process of informationization for non-tax revenue collection and management,including challenges in cross-departmental data sharing and system integration,complexity in data processing and informationization implementation,and scarcity of talented professionals in the field of non-tax revenue informationization.To address these practical difficulties by raising the level of informationization for non-tax revenue collection and administration,it is necessary to adhere to the basis on the orientation of"unity,integration and innovation",strengthen organizational leadership,establish firmly the concept of equal importance of taxes and fees,reinforce cross-department collaboration,create synergies in work,and take integration and reuse as the core,utilize fully existing information resources,take integration and innovation as means,comprehensive apply information technology to enhance the level of informationization in non-tax revenue collection and administration.
