摘  要:目的了解突发公共卫生事件应急医疗队伍(以下简称“应急医疗队伍”)质量管理现状,探讨质量管理的提升措施。方法选取重庆市部分三级及以上综合医院2018-2022年期间参加过应急医疗队伍的医务人员53名,采取调查问卷对应急医疗队伍质量管理现状进行调查,分析其存在的问题。结果53名调查对象主要以医生(45.28%)为主,参与处置的突发公共卫生事件类别主要为突然传染病事件(86.79%),参与处置的工作类型主要为诊疗救治工作(66.04%)。应急医疗队伍质量管理方式主要为检查(79.25%),质量管理内容主要有感染控制质量管理(86.79%)、诊疗质量管理(75.47%)及流程管理(71.70%),质量管理措施主要为加强培训(88.68%)、规范医务人员诊疗行为(83.02%)及完善医疗质量管理制度(81.13%),质量管理重点主要是医务人员的院感防护(100.00%)、核心制度的严格落实(90.57%)及医患沟通(75.47%)。81.13%的调查对象认为质量管理与医疗救治同等重要,83.02%的调查对象认为质量管理工作介入时机是支援前。临时组成应急医疗队伍面临的问题主要是医疗资源保障不充足(64.15%),质量标准不统一(62.26%)及支援人员心理压力大(60.38%)等。结论目前,应急医疗队伍存在人员构成不合理、医疗质量管理制度不够完善、不重视医疗质量管理的监督与评估、缺乏对队员的培训与考核等问题,应从相关方面加强应急医疗队伍质量管理。Objective To understand the current status of quality management of emergency medical team in public health emergencies(hereinafter referred to as"emergency medical team"),and to explore the improvement measures of quality management.Methods A total of 53 medical personnel who participated in the emergency medical team from 2018 to 2022 were selected from some tertiary and above general hospitals in Chongqing.The questionnaire was used to investigate the quality management status of emergency medical team and analyze the existing problems.Results The 53 survey subjects were mainly doctors(45.28%).The types of public health emergencies involved in the disposal were mainly sudden infectious disease events(86.79%),and the types of work involved in the disposal were mainly diagnosis and treatment(66.04%).The quality management methods of emergency medical team were mainly inspection(79.25%).The quality management contents were mainly infection control quality management(86.79%),diagnosis and treatment quality management(75.47%)and process management(71.70%).The quality management measures were mainly to strengthen training(88.68%),standardize the diagnosis and treatment behavior of medical personnel(83.02%)and improve the medical quality management system(81.13%).The key points of quality management were mainly the hospital infection protection of medical personnel(100.00%),the strict implementation of the core system(90.57%)and doctor-patient communication(75.47%).81.13%of the respondents believed that quality management was as important as medical treatment,and 83.02%of the respondents believed that the timing of quality management intervention was before support.The main problems faced by the temporary formation of emergency medical team were insufficient medical resource(64.15%),inconsistent quality standards(62.26%)and high psychological pressure on support personnel(60.38%).Conclusion At present,there are some problems in the emergency medical team,such as unreasonable personnel composition,inadequate medical q
