生态振兴促进农民农村共同富裕的结构逻辑、实践模式与经验借鉴

摘　　要：在分析乡村生态振兴促进农民农村共同富裕的结构逻辑基础上,总结物质供给类、调节服务类和文化服务类等三类生态产品促进农民农村共同富裕的典型实践模式及其效益,进一步探讨三类生态产品促进农民农村共同富裕的差异化路径。结果表明:1)乡村良好的生态环境优势蕴藏着巨大的生态福利,通过构建生态产品价值实现路径,可将乡村生态财富有效转化为物质财富,实现农民农村物质财富的增长。2)构建差异化的生态产品价值实现路径,将生态财富转化为物质财富是生态振兴促共富的主要手段。其中,组织嵌入可提升物质供给类生态产品品质,从而实现产品溢价;市场化手段可实现调节服务类生态产品价值实现;运营机制创新可挖掘乡村文化服务生态产品内涵。据此,提出强化产业组织嵌入物质供给类生态产品、开展山区碳汇交易试点实现调节服务类生态产品价值以及构建乡村运营机制发展文化服务类生态产品等相关政策建议。Based on the analysis of the structural logic of rural ecological revitalization in promoting common prosperity,the paper summarizes the characteristic models and benefits of promoting the common prosperity of farmers and rural areas with three types of ecological products including material supply,regulatory services and cultural services.On this basis,it explores how the three types of ecological products promote the common prosperity of farmers and rural areas.The results show that:1)Excellent ecological environment in rural areas contains enormous ecological benefits.By constructing the value realization path of ecological products,rural ecological wealth can be effectively converted into material wealth,achieving the growth of material wealth for farmers and rural areas.2)Different types of ecological products are distinct and adaptable so that organizational integration can enhance the quality of material supply ecological products,thereby achieving product premium.Market-oriented means can achieve the value realization of regulatory service ecological products and innovative operation mechanisms can tap into the content of rural cultural service ecological products.In view of this,the article proposes relevant policy suggestions such as strengthening the industrial organization integration of material supply ecological products,conducting pilot carbon trading in mountainous areas to realize the value of regulatory service ecological products,and constructing village operation mechanisms to tap into cultural service ecological products.
