摘　　要：当前,东北地区正处于政策叠加的关键机遇期,构建高质量发展的城市经济动力系统,能够提升区域发展“加速度”。运用投入产出模型来分析东北地区城市经济高质量发展动力系统运行问题,可以得出结论:东北三省在城市经济动力系统方面存在省域内的不均衡性,以及整体层面的差异化制约因素,需要予以统筹和辨识,应立足动力系统外生、内生的双重维度,解决影响城市经济高质量发展的问题。东北地区城市经济涵盖多种类型,发展动力系统由外生动力机制、内生动力机制构成。东北地区应借助构建新发展格局、主体功能区战略、东北全面振兴战略等有利契机,利用好“中蒙俄经济走廊”新机遇,提升统筹发展与安全的主体功能,加强东北全面振兴战略中的省际协作,形成高质量发展的城市经济外生动力。东北地区还应立足不同地区的发展基础、比较优势等,建设城市群新质生产力的功能区、一体化协调发展的功能区、沿边跨境开放发展的功能区、绿色发展的生态屏障功能区、引才聚才的人才振兴功能区,支撑形成高质量发展的城市经济内生动力。At present,Northeast China is in the critical period of policy superposition.Constructing an urban economic power system with high-quality development can improve the"acceleration"of regional development.Using the input-output model to analyze the operation problems of the power system of high-quality urban economic development in Northeast China,it can be concluded that there is an imbalance in the urban economic power system and the differentiation constraints at the overall level in the three Northeast provinces.It is necessary to be coordinated and identified,and to solve the problems affecting the high-quality development of urban economy based on the dual dimensions of exogenous and endogenous development of the power system.The urban economy in Northeast China covers many types,and the development power system is composed of exogenous and endogenous dynamic mechanism.Northeast China should take advantage of favorable opportunities such as building a new development pattern,the strategy of main function area,and the comprehensive revitalization strategy of Northeast China,make good use of the new opportunities of the"China-Mongolia-Russia Economic Corridor",improve the main function of coordinating development and security,strengthen inter-provincial cooperation in the comprehensive revitalization strategy of Northeast China,and form an exogenous driving force for high-quality development of the urban economy.Based on the development foundation and comparative advantages of different regions,Northeast China should also build functional areas for new quality productivity of urban agglomerations,functional areas for integrated and coordinated development,functional areas for cross-border open development along the border,ecological barrier functional areas for green development,and talent revitalization functional areas for attracting and gathering talents,so as to support the formation of endogenous driving force for high-quality development of the urban economy.
