数字赋能返乡青年创业的逻辑理路、现实困境与优化路径

摘　　要：在中国式现代化新征程上,实现农业农村现代化离不开数字化青年人才,数字赋能返乡青年创业为全面推进乡村振兴提供新动能。数字赋能返乡青年创业有主体、资源、结构赋能三重意蕴,具体体现为:数字信息和数字创新分别赋能创业机会识别与创新模式采纳,数字技术和数字金融分别赋能创业生产效率提高与融资成本降低,数字平台和数字政策分别赋能创业市场渠道拓宽与保障体系完善。数字赋能返乡青年创业已形成诸多成功实践案例,但也面临数字素养和技能欠缺的主体困境、资源整合支持不足的资源困境和外部障碍日渐突出的结构困境。据此,建议从自主创新引育数字人才、优化金融信贷资源配置、着力改善数字创业环境等方面进行优化,切实推动返乡青年创业加“数”前行,为全面推进乡村振兴释放更多“数字红利”。On the new journey of Chinese path to modernization,digital talents are indispensable for the realization of agricultural and rural modernization,providing new kinetic energy for pushing forward all-round rural revitalization.Digital empowerment of rural youth entrepreneurship is of triple significance in terms of subject empowerment,resource empowerment,and structural empowerment.To be specific,digital information and innovation empower the identification of entrepreneurial opportunities and the adoption of entrepreneurial innovation models respectively,digital technology and digital finance empower the improvement of entrepreneurial production efficiency and the reduction of financing costs respectively,and digital platforms and digital policies empower the expansion of entrepreneurial market channels and the improvement of the security system.In practice,while many demonstration cases have been formed,there arise such problems as lack of digital literacy and skills among the individuals,insufficient support for resource integration,and the increasingly prominent external structural barriers.Therefore,the paper suggests that efforts be optimized in areas such as nurturing digital talents through independent innovation,that the allocation of financial credit resources be improved,and that the digital entrepreneurial environment be enhanced so as to effectively promote the progress of young entrepreneurs returning to rural areas with digital enhancements and unleash more“digital dividends”for pushing forward all-round rural revitalization.
