铁路运营安全标准体系建设与发展的思考

摘　　要：铁路技术标准体系是铁路标准化工作顶层设计之一,建立和完善铁路技术标准体系是铁路标准化工作的一项重要基础性工作。为加强铁路标准顶层设计,健全铁路技术标准体系,适应我国铁路改革、政企分开后的管理需求,在介绍我国铁路原有标准体系的基础上,分析并提出建立铁路运营安全标准体系必要性,初步构建包括基础、设备设施运维安全、沿线环境安全3个子体系的铁路运营安全标准体系结构,并提出铁路运营安全标准明细表编制建议。The railway technical standards system is one of the top-level design documents for railway standard-ization work,establishing and improving the railway technical standards system is foundational to railway stand-ardization work.In order to strengthen the top-level design of railway standards,improve the railway technical standards system,and adapt to the management needs of China′s railway reform and separation of enterprises from government functions and on the basis of an overview of China′s existing railway standard system,the neces-sity of establishing a railway operation safety standards system is analyzed and proposed.A railway operation safety standards system arhitecture,including three subsystems of foundation,equipment and facility operation and maintenance safety,and environmental safety along the line,has been preliminarily constructed,and sug-gestions for the preparation of a detailed list of railway operation safety standards are given.
