榆中县农村建设用地整治潜力测算与分析

摘　　要：科学测算农村建设用地整治潜力规模并提出针对性对策建议,可为国土空间规划和全域土地综合整治提供更加准确的决策依据。本文综合农村居民点用地和社会经济数据,构建农村居民点整治理论潜力和现实潜力的测算模型,并对实地调研获取的农户闲置宅基地盘活利用潜力规模进行统计汇总,定量分析了榆中县20个乡镇农村建设用地整治潜力规模。结果表明,(1)2018年榆中县农村居民点用地规模为6042.04 hm^(2),农村居民点整治理论潜力为1138.246 hm^(2),农村居民点现实潜力为683.46 hm^(2)。(2)榆中县农村闲置宅基地共2975户,研究期内农村闲置宅基地面积达63.31 hm^(2),其中北部山区闲置宅基地面积9.59 hm^(2),南部山区闲置宅基地面积4.11 hm^(2),中部川区闲置宅基地面积49.61 hm^(2)。榆中县需要综合考量地区经济实况,因地制宜地进行整治,协调村庄规划与建设,优化乡村建设用地分布,从而盘活乡村闲置宅基地,促进全县乡村振兴与产业经济的发展。Measuring and calculating scientifically the scale of renovation potential on rural construction lands and coming up with targeted suggestion to provide more accurate decision basis onterritorial spaceplanning and comprehensivelands consolidation in whole regions.In this thesis,based on rural residential lands and socioeconomic data,the writer constructed a model for measuring the theoretical and realistic potential of rural residential lands,statistically summarized the scale of potential for revitalization and utilization on idle residential lands obtained from field research and quantitatively analyzed the scale of renovation potential of 20 villages and towns rural construction lands in Yuzhong County.The results are as follows,(1)the scale of rural residential lands in Yuzhong County is 6042.04 hm^(2)in 2018,the theoretical potential of rural residential lands is 1138.246 hm^(2),and the realistic potential of rural residential lands is 683.46 hm^(2).(2)There are 2975 rural idle residential lands in Yuzhong County.The area of rural idle residential lands reaches 63.31 hm^(2)during research period,including 9.59 hm^(2)in northern mountainous area,4.11 hm^(2)in southern mountainous area and 49.61 hm^(2)in central area of Sichuan.Therefore,the governments in Yuzhong County need to comprehensively consider the local economic situation to take acts according to local conditions,coordinate the planning and construction among villages,optimize the distribution of rural construction lands and revitalize the rural idle residential lands,flourishing the development of rural revitalization and industrial economy in whole Yuzhong County.
