摘　　要：高质量发展是全面建设社会主义现代化国家的首要任务。和平解放以来,西藏经济社会经历“稳定发展到休养生息、加快发展到跨越式发展、长足发展到高质量发展”三个不同的发展阶段。以新发展理念的五个维度构建高原经济高质量发展指标体系,并运用熵值法测度2011—2021年的高质量发展状况可知,创建高原经济高质量发展先行区,应从发展格局、产业体系、乡村振兴、民生福祉、发展动力等维度解决发展不平衡不充分问题,走出一条符合西藏实际的高质量发展之路。The enduring theme of our times is high-quality development.Three distinct phases of development have occurred in TAR’s economy and society after the Peaceful Liberation:steady progress to recovery,fast development to leapfrog development,and considerable development to high-quality development.A set of indicators for high-quality economic development on the plateau has been created utilizing the five dimensions of the new idea of development.The entropy value approach was employed to assess the degree of high-quality development between 2011 and 2021.Therefore,we can draw the conclusion that,in order to establish a premier region for fast and steady economic development on the plateau,we must address problems like uneven and insufficient growth from the perspectives of developmental patterns,industrial systems,rural revitalization,people’s well-being,and driving forces.We have to clear the path for better development that recognizes the reality in TAR.
