低碳转型绿色发展的就业相关政策进展及建议

摘　　要：低碳转型绿色发展的就业是实现“双碳”目标和落实就业优先政策的结合点。本报告主要梳理了低碳转型绿色发展的就业在产业经济、劳动保障及政府配套工作制度等方面的政策措施,归纳了政策特点。这些政策都是坚持辩证思维和系统观念,综合性强涉及面广,从以行政手段为主过渡到行政管理与市场机制并重,以人民为中心、以问题为导向、以目标为牵引。但也存在政策体系尚需进一步完善、产业政策与就业政策的协同联动需要加强、各部门之间需加强统筹协调协同治理等短板需要补齐。针对问题,提出加强部门间的统筹协调、加强形势研判、强化宏观政策的协同性以及提升就业政策的精准度等针对性对策建议。Employment of green development with low-carbon transition is a combination of achieving the“dual carbon”goal and implementing the pro-employment policy.This report mainly reviews the employment related policies of green development with low-carbon transition in industrial economy,labor securityand government-supported working system,and summarizes the characteristics of the policies.It is found that these policies adhere to dialectical thinking and systematic concept,are comprehensive and extensive,and pay equal attention to administrative management and market mechanism by focusing on administrative means.They are people-centered,problem-oriented and goal-oriented.However,there are also weaknesses that need to be tackle,such as the necessity to further improve policy system,strengthen the synergy effect of industrial policies and employment policies and promote the coordination between various departments.In view of the issues,targeted policy suggestions are put forward:strengthen thecoordination between departments,strengthen the judgment on situation,strengthen the coordination of macro policies,improve the precision of employment policies,etc.
