大都市外围乡村地区国土空间规划双评价与分区研究——以北京昌平为例

摘　　要：为推进乡村分类发展,优化乡村发展模式,以大都市外围北京昌平区为研究对象,利用空间分析法和三维魔方法,进行研究区资源环境承载能力与国土空间开发适宜性双评价,并基于双评价结果进行三类空间分区和国土空间综合功能分区,以打造人类与自然环境和谐共处的生态化绿色新城。结果表明:1)昌平区生态保护极重要区占全区56.83%,分布在西部和北面地表植被覆盖为森林的广泛山区;农业生产适宜区面积相对较小,占全区2.01%,适宜区、较适宜区和一般适宜区主要紧密交错分布在昌平平原中部;城镇建设适宜区占全区11.58%,占昌平城镇村及工矿用地面积44.43%。2)昌平区生态保护功能区、城镇建设功能区和农业生产功能区,面积依次是1076.47、181.61和87.96 km2,分别占全区80.12%、13.52%和6.55%。全区以生态保护功能区为主,且三类空间分区在镇域分布极不均匀。3)昌平中心集约提质区、科教文娱引领区、文旅康乐涵养区和城乡腹地承载区,面积所占比例分别为5.16%、15.96%、69.08%和9.29%。中心集约提质区主要包括城北街道、城南街道和南邵镇;科教文娱引领区主要包括百善镇、北七家镇、沙河镇和小汤山镇;文旅康乐涵养区主要包括阳坊镇、流村镇、南口镇、十三陵镇、延寿镇、崔村镇、兴寿镇;城乡腹地承载区主要包括东小口镇、回龙观镇、霍营街道、马池口镇和天通苑北街道等。本研究可为昌平国土空间规划提供重要科学依据。In order to promote the development of rural classification and optimize the rural development model,Changping District of Beijing City,the peripheral area of large city,is taken as theresearch object,and the spatial analysis method and three-dimensional magic methods are adopted to investigate the capacity of the resources and environment of the research area and the appropriate dual evaluation of land and space.Three types of space and national land space comprehensive function partitions are performed based on the dual evaluation results.to create an ecological green new city that coexist in harmony between human beings and natural environment.The results showed that:1)Ecological protection in Changping District accounted for 56.83%of the region in the region,which is distributed in the western and north surface vegetation covering a wide mountain area of forests.The more suitable area and the general appropriate area are mainly closely distributed in the middle of the Changping Plain;The suitable area of urban construction accounts for 11.58%of the region,and the area of Changping’s urban villages and industrial and mining land accounts for 44.43%.2)The areas of Changping District ecological protection functional zone,urban construction functional area and agricultural production functional zone are respectively 1076.47,181.61 and 87.96 km2,accounting for 80.12%,13.52%and 6.55%in the region.The entire area is mainly composed of ecological protection functional zone,and the three types of space partitions are extremely unevenly distributed in the town.3)Changping Center integrates the quality raising area,science,education and entertainment leading area,cultural tourism recreational conservation area and urban and rural hinterland carrying area,and the the proportions of each area are 5.16%,15.96%,69.08%and 9.29%,respectively.The central collection and quality district mainly includes Chengbei Street,Chengnan Street and Nanshao Town;The leading area of science,education and entertainment mainly includes Bais
