东北亚安全发展问题探析

摘　　要：东北亚各国经济相互依存,产业链供应链向横向与纵向深化,形成地区生产网络,构成了地区安全发展的价值轴。当前全球层面的大国竞争与“阵营化”投射至东北亚,日本和韩国追随美国“去风险”及“脱钩断链”,导致地区合作停滞且信任赤字不断累积,成为制约东北亚地区稳定繁荣的重要因素。以经济发展为中心是“一条和平发展的道路”,地区国家要看到安全发展的史之大、市之大、势之大、实之大、失之大,树立正确的历史观、大局观和角色观,更多从发展角度思考如何用地区新安全格局保障地区新发展格局,探索和重塑地区价值观,构建地区生产力和生产关系大发展的文化根基。The economic interdependence in Northeast Asia,horizontal and vertical integration in supply chains and industrial chainforma regional production networks and constitute the value axis of regional securing development.With Obama’s“Return to the Asia Pacific”strategy,the positive trend of securing development in Northeast Asia has been broken.Great power competition and campization at the global level are projected to Northeast Asia.Japan and ROK have been more conservative,following the United States in“de-risking”and“decoupling and breaking links”.This has resulted in stagnant regional cooperation and the accumulation of trust deficits,which has become a constraint in Northeast Asian stability and prosperity.The strategic trust among Northeast Asia needs to be carefully nurtured.Maintaining regional security and development is the practical responsibility and fundamental interest of all countries.Northeast Asia should objectively and rationally recognize each other’s development,establish a positive and friendly mutual understanding,and constructively manage conflicts and differences.Economic development is the center of“the path of peaceful development”.Countries in the region should be aware of the history,market,momentum,real and lose of securing development,and establish a correct view of history,overall situation and roles.Northeast Asia should recognize the world from a development perspective,thinking more about the relationship between development and security,how to build a new security pattern in Northeast Asia,and how to use the new regional security pattern to ensure the new development pattern in the region.More importantly,Northeast Asia countries need to find their own historical position at the crossroads of history and a common understanding belonging to the East,explore and reshape regional values,build a cultural foundation for the great development of regional productivity and production relations.
