摘　　要：《互惠准入协定》为日本与“准同盟国”澳大利亚在海洋安全领域的密切合作提供了清晰的实施路径与法理依据。在双边层面,日澳海洋安全领域的合作内容不断拓宽;在多边层面,两国配合美国推行“印太战略”,持续深化美日澳安全与防务合作。在《互惠准入协定》框架下,未来日澳两国间的海洋安全合作将会继续深化,武装力量在对方国家的相互部署也将常态化。日澳出于自身利益考虑,不断加强防务合作,积极向军事“准同盟”方向迈进,势必破坏亚太地区现有战略平衡,给地区乃至世界的安全与稳定带来严重挑战。The signing of Reciprocal Access Agreement(RAA)provides a clear path of policy implementation and legal basis for close cooperation between Japan and Australia in the field of maritime security.At the bilateral level,the scope of Japan-Australia cooperation in the field of maritime security has been constantly broadened.At the multilateral level,both Japan and Australia have also continued to cooperate with U.S and work to deepen U.S.-Japan-Australia trilateral security and defence cooperation in line with the ongoing implementation of the“Indo-Pacific Strategy”by the U.S..In the coming future,under the institututional framework of the Reciprocal Access Agreement,Japan and Australia will have more progress in deepening their maritime security cooperation,and in particular the mutual deployment of armed forces both from Japan and Australia in each other’s territories will become a regular practice.Japan and Australia,based on their respective considerations of national interests,will continue to strengthen their defence cooperation and actively move in the direction of building up a military“quasi-alliance”,which will inevitably have a demaging effect on the current strategic balance of power in the Asia-Pacific region and pose rising serious challenges to the security and stability of the region and the world as a whole.
