日本对外经济合作与经济安全政策分析

摘　　要：日本强化“印太战略”的经济安全属性,利用美日印澳四边机制,强化与同盟国在经济安全领域合作,并加大经济安全保障政策实施力度。自泡沫经济崩溃后,日本经济发展面临人口老龄化、潜在生产率降低等结构性问题。推动对外经济合作,可促进日本企业构筑全球供应链,改善资源分配效率,吸引国外先进技术,助推日本经济增长。当前日本的对外经济合作与经济安全保障之间存在明显矛盾,未有效统筹两者之间的关系。日本需要加强对外经济合作,特别是加强对中国的经贸合作,以利推动日本经济走出长期低迷、实现地区长期发展繁荣稳定。Japan has strengthened the economic and security attributes of the Indo-Pacific Strategy,made use of the Quad,strengthened cooperation with its Allies in the field of economic security,and intensified the implementation of economic security policies.Since the collapse of the bubble economy,Japan’s economic development has faced structural problems such as an aging population and reduced potential productivity.Promoting foreign economic cooperation can help Japanese companies to build global supply chains,improve resource allocation efficiency,attract advanced foreign technologies,and boost Japan’s economic development.The implementation of economic security policies has negative effects such as hindering the development of trade activities,blocking direct investment in Japan,and hindering technological innovation,which is not conducive to Japan’s economic growth and recovery.Currently,there is a significant contradiction between Japan’s foreign economic cooperation and economic security,and it has not effectively coordinated the relationship between foreign economic cooperation and economic security.Japan needs to return to the path of foreign economic cooperation and strengthen economic and trade cooperation with China in order to push the Japanese economy out of a longterm downturn and achieve long-term regional development,prosperity and stability.
