摘 要:近年来,突发公共卫生事件在世界范围内频发,建立并完善突发公共卫生事件应急处置机制已经成为社会治理的一项重要议题。党政系统组织、市场系统组织、专业系统组织、社会系统组织凭借自身独特的优势和作用,共同成为突发公共卫生事件应急处置的参与主体,为构建突发公共卫生事件应急处置多主体协同机制贡献了力量。构建以党政系统组织为核心、以市场系统组织为辅助、以专业系统组织为依托、以社会系统组织为补充的突发公共卫生事件应急处置多主体协同机制,能够有效解决各参与主体单独参与应急处置可能出现的问题,从而显著提高了应急处置的成效。In recent years,public health emergencies have occurred frequently all over the world,and the establishment and improvement of emergency response mechanisms for public health emergencies has become an important issue in social governance.By virtue of their unique advantages and roles,party and government system organizations,market system organizations,professional system organizations,and social system organizations have jointly become the main participants in emergency response to public health emergencies,contributing to the construction of a multi-agent a collaboration mechanism for emergency response of public health emergencies.The construction of a multi-agent collaboration mechanism for emergency response of public health emergencies with the party and government system organizations as the core,market system organizations as the auxiliary,professional system organizations as the support,and social system organizations as the supplement,can effectively solve the problems that may arise when each participating entity participates in emergency response separately,thereby sig⁃nificantly improving the effectiveness of emergency response.
