摘  要:避难场所选址时,规划人员需要使用多种工具,操作步骤复杂,工作量大,导致效率低下。针对这一问题,本文开发了基于GIS(geographic information system)的避难场所规划决策支持系统。通过Arcgis Engine技术实现避难场所选址所需的近邻分析、最近设施分析、缓冲区分析等GIS功能。通过C#语言编译层次分析法、熵权法及TOPSIS(technique for order preference by similarity to ideal solution)法模型算法。通过调用Cplex软件生成的动态链接库(DLL)求解选址模型,实现避难场所选址功能。以武威市凉州区主城区为例对开发的系统进行测试,结果表明,该系统可以为避难场所选址提供参考依据。To solve shelter location problem,planners need to use a variety of tools with complex operation steps and high workload,resulting in low efficiency.Aiming at this problem,a decision support system for shelter locations based on GIS(geographic information system)was developed.The GIS functions required in shelter sites selection,such as near analysis,closest facility analysis,and buffer area analysis,were realized by Arcgis Engine.Algorithms for analytic hierarchy process,entropy weight method and TOPSIS(technique for order preference by similarity to ideal solution)model were wrote through C#.The shelter sites selection function was realized by calling the dynamic link library(DLL)generated by Cplex to solve the location model.The developed system was tested in the main urban area of Liangzhou District of Wuwei City,and the results showed that the system could provide a reference basis for emergency shelter location.
