摘　　要：[目的/意义]数智时代信息技术的发展为情报赋能智慧应急的场景化应用及管理范式创新提供了重要机遇。[方法/过程]文章概述了智慧应急的内涵,探讨了数智化时代下情报赋能智慧应急的作用机理,并在元宇宙视域下解析了情报赋能智慧应急的场景应用,最后借助元宇宙理念下的技术分类总结了情报赋能智慧应急的管理范式创新路径。[结果/结论]基于元宇宙的4种技术应用类型可以分别实现情报感知、情报刻画、情报响应及情报教育赋能智慧应急的场景应用;还须围绕支撑决策的精准有效性、风险源头治理的正向思维模式、统筹动态响应风险预控以及增强安全韧性几个方面,实现情报赋能智慧应急管理范式创新。[Purpose/significance]The development of information technology in the age of digital intelligence provides an important opportunity for the scenario-based application of information empowering smart emergency response and the innovation of management paradigm.[Method/process]This paper summarizes the connotation of smart response,and probes into the mechanism of smart emergency response empowered by information in the era of digital intelligence,and analyzes the scenario application of smart emergency response empowered by information from the perspective of the metaverse,and finally summarizes the management paradigm innovation path of smart emergency response empowered by information with the help of technical classification under the metaverse concept.[Result/conclusion]The four types of technology application based on the metaverse can respectively realize the scene application of information awareness,information characterization,information response and information education empowering smart emergency.It is also necessary to realize the innovation of information-empowered smart emergency management paradigm around the accuracy and effectiveness of supporting decision-making,the coordination and dynamic response to risk precontrol,and the positive thinking mode of risk source governance,the enhancement of security resilience.
