摘　　要：研究技术转移机构的技术转移机制,有助于建立以市场需求为导向的成果输出机制,引导高校和科研院所在国家重大需求、经济主战场等对应的世界科技前沿领域开展科技攻关。因此,本文聚焦技术转移机构运行机制问题,以日本技术转移机构(TLO)为研究对象,对其技术转移的国家政策支持和技术转移机构的类型、运行机制和实践,以及我国技术转移机构的运行机制进行分析,剖析我国技术转移机构存在问题,从中获得如下启示:建立完善的技术转移机制、重视技术转移机构的专业水平提升、加强政策支持和法律保障。Studying the technology transfer mechanism of technology licensing organization is helpful to establish a market demand-oriented results output mechanism,and guide universities and research institutes to carry out scientific and technological research in the world’s scientific and technological frontier fields corresponding to the major national needs and the main economic battlefield.Therefore,focusing on the operation mechanism of technology licensing organization,this paper takes Japan’s Technology Licensing Organization(TLO)as the research object,analyzes the national policy support of technology transfer and the types,operation mechanism and practice of technology licensing organizations,as well as the operation mechanism of China’s technology licensing organizations,and analyzes the existing problems of China’s technology licensing organizations.China can get the following enlightenment:establish a sound technology transfer mechanism,attach importance to the improvement of the professional level of technology licensing organizations,and strengthen policy support and legal protection.
