摘　　要：从国家综合性消防救援队伍人员能力、器材使用、战术战法、安全管控四个方面分析影响各级指战员作战训练安全的诱因。立足典型伤亡案例,以构建灭火救援作战训练安全避险能力评估指标体系为目标,运用层次分析法,从“人、装、技、管”四个维度分析影响灭火救援行动事前、实施、事后三个关键阶段的安全避险能力因素,确定不同指标权重并进行风险评估。通过量化评估替代经验评估,最大限度降低和减少作战训练安全风险和人员伤亡。This article analyzes the incentives that affect the operational training safety of commanders and fighters at all levels in terms of personnel capabilities,equipment use,tactical methods,and security control.Based on typi⁃cal casualty cases,with the goal of establishing an assessment index system for the safety and risk avoidance ability of firefighting and rescue operations and training,the Analytic Hierarchy Process(AHP)is used to analyze the abil⁃ity factors that affect the three key stages of firefighting and rescue:before,in and after the operations,from the dimensions of“people,equipment,technology,and management”,so as to determine the weight of different indica⁃tors and conduct risk assessment.In order to minimize and reduce operational security risks and casualties,quantitative assessment is used to replace empirical assessment.
