摘 要:生态环境部指出“十四五”期间要在治水目标设置上有所突破,推动地方政府在水环境治理中实现科学合理的目标演化,而协作治理逐渐成为地方政府治理水环境问题的主要模式,因此分析协作治理中的目标演化问题具有必要性以及较强的现实意义。然而现有关于协作治理目标的研究侧重于探讨目标的结构性分类,因此难以有效解释协作治理目标如何演化这一理论问题。基于此,该研究以中央环保督察期间南明河和杞麓湖治理中协作治理目标演化过程为研究对象,系统描述了协作治理目标演化的微观过程,尝试通过案例研究的方法探究棘手问题、外部压力、协作过程以及阶段性绩效如何影响协作治理目标的演化以及目标演化为什么会出现差异等问题。研究结果表明:①协作治理目标演化是一个包括目标确立、调适、强化、重塑的过程,其中,棘手问题和外部压力驱动协作目标的确立和重塑,而协作过程以及阶段性绩效推动个体目标的调适和强化。②“个体-协作”目标一致性影响协作治理目标演化的方向,而阶段性绩效外反馈最终决定协作治理目标演化的差异。③进一步揭示中国情境下协作治理目标演化的独特性,即控制力和回应力的差异化匹配以及目标演化的制度情景嵌入。该研究为协作治理目标管理提供了一个过程性的视角,明确了影响协作治理目标演化的关键因素,为地方政府推动协作治理目标演化提供政策指导。China's Ministry of Ecology and Environment pointed out that during the period of the 14th Five-Year Plan,local governments should make a breakthrough in goal-setting for water environment governance and promote scientific and reasonable evolution of the goals.As collaborative governance is gradually becoming the primary model for local governments to deal with water environment problems,it is necessary and meaningful to analyze the evolution of the goals of collaborative governance.However,existing research on such goals focuses on exploring their structural classifications,making it difficult to effectively explain how these goals have evolved.Based on the above consideration,this study systematically described the microscopic process of the evolution of the goals of collaborative governance in the governance of Nanming River and Qilu Lake during the period of the Central Environmental Protection Inspectorate.A case study was used to explore how intractable issues,external pressures,collaborative processes,and interim performance affected the evolution of these goals and why there were differences in the evolution of them.The findings suggested that:①The evolution of the goals of collaborative governance was a process involving the setting,adaptation,strengthening,and reshaping of the goals,in which intractable issues and external pressures drove the setting and reshaping of collaborative goals,and collaborative processes and interim performance drove the adaptation and strengthening of individual goals.②The consistency of individual goals and collaboration goals influenced the evolution direction of these goals,and the external feedback of interim performance ultimately determined the differences.③The unique characteristics of the evolution of the goals of collaborative governance in the Chinese context were identified as the differentiated matching of control and responsiveness and the embedment of institutional scenarios in the evolution of goals.This study provides a procedural perspective on the mana
