摘　　要：新时代背景下,人民监督员制度因具备呼应群众参与司法的民主基源优势、契合检察权力治理的监督运行优势、符合追求公正司法的决策保障优势等多重优势,而步入转型发展的黄金时期。检视人民监督员制度的运行现状,发现其仍存在理念误区、定位不清和程序缺憾等运行困境。在推动人民监督员制度效能转化的进程中,宜回归参与式监督的逻辑起点,厘清人民监督员制度的有利形势,优化监督实质化的程序设置,完善高品质监督的保障机制。In the context of the new era,the system of people's supervisors has entered a golden period of transformation and development due to its multiple advantages such as the democratic foundation that echoes the participation of the masses in the judiciary,the supervision and operation advantages that align with the governance of procuratorial power,and the decision-making guarantee advantages that pursue fair justice.Upon examining the current operation status of the system of people's supervisors,it was found that there are still operational difficulties such as misconceptions,unclear positioning,and procedural deficiencies.In the process of promoting the efficiency transformation of the people's supervisor system,it is advisable to return to the logical starting point of participatory supervision,clarify the favorable situation of the people's supervisor system,optimize the procedural settings for substantive supervision,and improve the guarantee mechanism for high-quality supervision.
