摘　　要：2023年是全面贯彻党的二十大精神的开局之年,2月,党中央、国务院印发了《质量强国建设纲要》,作为指导我国质量工作中长期发展的纲领性文件,掀开了新时代建设质量强国的新篇章。《纲要》明确要求提升全面质量管理水平,鼓励企业制定实施以质取胜生产经营战略。推动全员、全要素、全过程、全数据的新型质量管理体系应用,加快质量管理成熟度跃升。文件明确提出,要引导企业开展质量管理数字化升级、质量标杆经验交流、质量管理体系认证、质量标准制定等,加强全员质量教育培训,健全企业首席质量官制度,重视质量经理、质量工程师、质量技术能手队伍建设。作为企业,要想推动高质量发展,应推行首席质量官制度,通过领导和组织文化变革,创建一种预防的质量文化。This year marks the beginning of fully implementing the spirit of the 20th National Congress of the Communist Party of China.In February,the Party Central Committee and the State Council issued the'Outline for Building a Quality Strong Country',which serves as a guiding document for the medium and long-term development in quality work in our country,opening a new chapter in building a quality strong nation in this new era.The outline clearly demands an improvement in overall quality management levels and encourages enterprises to develop and implement strategies that prioritize winning through quality production and operations.It promotes the application of a new type of quality management system that encompasses all personnel,elements,processes,and data,accelerating the maturity level of quality management.The document specifically proposes guiding enterprises to carry out digital upgrades in quality management,exchange benchmark experiences in quality management,obtain certification for their quality management systems,establish quality standards,strengthen comprehensive training on quality education for all employees,establish a Chief Quality Officer system within companies,and emphasize building teams consisting of qualified managers,engineers specialized in quality control techniques,and skilled workers proficient in ensuring product or service excellence.As part of promoting high-quality development within companies,It is necessary to implement the Chief Quality Officer system.The role of this system is to create a preventive culture by leading and organizing cultural transformations.
