新能源在我国经济社会发展的双重功能研究

摘　　要：党的二十大报告在“加快构建新发展格局,着力推动高质量发展”和“推动绿色发展,促进人与自然和谐共生”两个部分均涉及新能源,表明新能源在我国不仅是国民经济和产业发展的重要引擎,也是经济社会绿色转型的重要途径,具有双重战略功能。产业链长、技术创新活跃以及明显的制造业属性是新能源成为我国建设现代化产业体系和推动高质量发展重要力量的基础;新能源清洁低碳的利用特点则成为推动我国绿色发展、促进绿色转型的新动能。由于新能源推动我国高质量发展的功能主要体现在其制造端,而推动绿色发展则主要体现在利用端,新能源制造端与利用端的技术经济差异使其协调发展面临内在困难。未来,应提升新能源自身的产业水平以及终端利用能力,强化行业内部协调,通过市场或价格机制创新,实现新能源双重功能的协调发展。The report of the 20th National Congress of the Communist Party of China includes two parts:“Accelerating the con-struction of a new development pattern,focusing on promoting high-quality development”and“Promoting green development,promoting harmonious coexistence between humans and nature”,which respectively involve new energy.This indicates that new energy is not only an important engine for national economy and industrial development in China,but also an essential way for green transformation of the econ-omy and society,with dual strategic functions.The long industrial chain,active technological innovation,and obvious manufacturing at-tributes are the foundation for new energy to become an important force in building a modern industrial system and promoting high-quality development in China;The clean and low-carbon utilization characteristics of new energy have become a new driving force for promoting China's green development and green transformation.Due to the fact that the function of new energy in promoting high-quality develop-ment in China is mainly reflected in its manufacturing end,while promoting green development is mainly reflected in its utilization end.The technological and economic differences between the manufacturing end and the utilization end of new energy pose inherent difficulties in its coordinated development.In the future,we should enhance the industrial level and terminal utilization capacity of new energy,strengthen internal coordination within the industry,and achieve coordinated development of the dual functions of new energy through market or price mechanism innovation.
