摘  要:入河排污口作为连接污染源与受纳水体的纽带,在水环境管理中有着举足轻重的地位。排污口管理是严守“水功能区限制纳污”红线、保护功能区水体使用功能的核心环节和关键突破口。本文以吉林省饮马河为研究对象,调查排污口的空间分布和排放规律。基于河流水质模型结合流域的地理环境和河流水文情势,分析排污口设置前后的地表水环境质量变化。研究入河排污口设置对水功能区和受纳水体水质的影响,识别输入输出的响应关系。按照“水陆统筹,以水定岸”原则,从水体生态环境功能出发,统筹岸上和水里以及流域上下游、左右岸,提出入河排污口设置审批、规范化建设、日常管理、污染物减排等规范要求和建议,为排污口科学设置,以及设置后的精确管理提供依据,从而推动构建“受纳水体—排污口—排污通道—排污单位”全过程监督管理体系。As the link between the pollution source and the receiving water body,the inlet and outlet of the river play an important role in water environment management.Sewage outlet management is the core link and key breakthrough to strictly observe the red line of“limiting pollution in water functional areas”and protect the use function of water bodies in functional areas.This paper takes Yinma River in Jilin Province as the research object to investigate the spatial distribution and discharge law of sewage outfall.Based on the river water quality model combined with the geographical environment of the basin and the river hydrological regime,the changes of surface water environmental quality before and after the sewage outfall were analyzed.The influence of the setting of sewage outlet on the water function area and the water quality of receiving water body was studied,and the response relationship between input and output was identified.In accordance with the principle of“overall planning of water and land,with water setting the bank”,starting from the ecological environment functions of the water body,overall planning of the shore and water,as well as the upstream and downstream of the basin,left and right banks,and put forward standard requirements and suggestions for the approval of the setting of sewage discharge outlets into the river,standardized construction,daily management,and pollutant emission reduction.To provide a basis for the scientific setting of sewage outfall and the accurate management after the setting,and promote the construction of the whole process supervision and management system of“receiving water-sewage outfall-sewage channel-sewage discharge unit”.
