政策工具视角下我国患者安全管理领域的政策文本量化分析

摘　　要：目的:分析我国患者安全管理领域政策文本的使用情况与内容特点,总结其优势和弱项,为未来政策制定和优化提供参考。方法:从政策工具视角出发,构建“政策目标-政策工具”二维分析框架,采用内容分析法对我国2005~2021年间发布的39份患者安全管理相关政策文件进行量化分析。结果:共生成66条政策文本编码,从目标维度来看,我国患者安全管理领域政策文本聚焦于提高患者安全管理水平、促进规范化管理、加强患者安全保障三方面;从工具维度来看,供给型和需求型工具整体使用不足,环境型工具运用最多,但内部结构不均衡。结论:未来患者安全管理领域政策应加大对供给型和需求型工具的重视力度,平衡环境型内部子工具的运用,合理优化政策工具内部结构,并完善政策目标布局,提高整体政策力度,加强部门协同合作。t Objective To analyze the usage and content characteristics of policy texts related to patient safety management in China,summarize the advantages and weaknesses,and provide reference for the formulation and optimization of follow-'up poli-cies.Methods From the perspective of policy tools,a two-dimensional analysis framework of“policy goals-policy tools”was constructed,and the content analysis method was used to conduct a quantitative analysis of 39 policy documents related to patient safety management issued between 2005 and 2021.Results A total of 66 policy text codes were generated.From the perspective of policy goals,the policy texts related to patient safety management focused on three aspects of improving the level of patient safety management,promoting standardized management,and strengthening patient safety guarantee.From the perspective of policy tools,the overall use of supply-oriented and demand-oriented tools was insufficient,the environment-oriented tools were used mostly,but the internal structure was not balanced.Conclusion In the future,patient safety management policies should pay more attention to supply-oriented and demand-oriented tools,balance the use of environment-oriented internal tools,rationally opti-mize the internal structure of policy tools,and improve the layout of policy objectives,the overall policy intensity,and departmen-tal collaboration.
