创新型产业集群对国家高新区高端化发展和创新能力的影响

摘　　要：高端化与创新融合纵深发展正逐步成为国家高新区新的发展方向。自2013年我国设立发展创新型产业集群以来,创新型产业集群成为国家高新区高端化和创新发展的又一影响因素。为厘清创新型产业集群对国家高新区的影响机制,选取113家国家高新区2013-2020年面板数据,其中以第二批和第三批获批设立创新型产业集群的53家高新区作为实验组,以同期未设立创新型产业集群的60家高新区作为对照组,采用双重差分法评估创新型产业集群政策实施对国家高新区高端化与创新能力影响的差异。结果表明:2015-2018年间,创新型产业集群设立政策对国家高新区高端化与创新能力影响均较为显著,但在2018年后对高新区创新能力的影响更为显著;增加R&D经费内部支出能显著促进高新区高端化水平与创新能力提升,高新技术企业数量增加能促进高新区高端化水平提升,但R&D人员投入对高新区高端化水平与创新能力提升作用有限;创新型产业集群设立对中部地区国家高新区创新能力的提升作用较为明显,对中部和东北地区国家高新区高端化能力的提升作用较为明显。为此,应结合各国家高新区的区位优势,探索建立创新型产业集群差异化发展机制。The integration of high-end and innovative in-depth development is gradually becoming the new direction for the development of national high-tech zones in China.Since the establishment of innovative industry clusters in 2013,the innovative industry clusters have become another influential factor of the high-end and innovative development of national high-tech zones.To clarify the influence mechanism of innovative industrial clusters on national high-tech zones,113 national high-tech zones between 2013 and 2020 are selected.Among them,53 high-tech zones approved for establishing innovative industrial clusters in the second and third batches are taken as the experimental group,while 60 high-tech zones without such clusters during the same period are taken as the control group,and the impact of implementing policies related to innovative industrial clusters on the high-end capabilities and innovation abilities of national high-tech zones is evaluated by using the difference-in-differences method.The results indicate that from 2015 to 2018,the innovative industrial clusters policy for setting up innovative industrial produces a significant impact on the high-end level and innovation capcacity of high-tech zones,however,after 2018,its impact on innovation capacity is more significant than high-end level;increasing internal expenditure on R&D funds significantly improves high-end level and innovation capcacity of high-tech zones,while increasing the number of high-tech enterprises only promotes their high-end level,and investing in R&D personnel has limited effect on improving the high-end level and innovation capcacity of high-tech zones;besides,the establishment of innovative industrial clusters plays a more prominent role in improving the innovation abilities within central regions compared to other areas,while it plays a more noticeable role in enhancing high-end level within central and northeast regions.Therefore,location advantage should be under consideration when national high-tech zones explore differentiated
