摘　　要：近年来,低碳发展、节能减排成为我国经济发展与环境治理的重要主题。本文以低碳城市试点政策的实施作为准自然实验构建DID模型,利用2006—2019年中国265个地级市的面板数据,实证检验了低碳城市试点政策对试点城市能源效率的影响效应和作用机制。研究结果如下:(1)低碳城市试点政策的实施对试点城市的能源效率的提升有显著正向作用;(2)机制检验结果表明该政策实施后通过促进产业结构优化升级和提高城市绿色创新水平来促进能源效率的提升;(3)异质性分析表明,试点城市之间在发展类型、地理位置、城市规模以及城市老工业基地类型方面的差异会导致低碳城市试点政策的实施效果产生异质性。该研究可以为我国各城市加快经济绿色发展进程以及制定具体的低碳化发展的战略与规划提供政策启示。In recent years,low-carbon development,energy conservation and emission reduction have become important themes in economic development and environmental governance of China.This article constructs a DID model through quasi-natural experiment using the implementation of pilot policies for the low-carbon city,and empirically tests the impact and mechanism of pilot policies for the low-carbon city on energy efficiency using panel data from 265 prefecture-level cities in China from 2006 to 2019.The study found that:(1)The implementation of pilot policies for the low-carbon city has a significant positive impact on the improvement of energy efficiency in pilot cities;(2)The results of mechanism test indicate that the implementation of policies has significantly promoted the improvement of energy efficiency in pilot cities by facilitating the optimization and upgrading of industrial structure and enhancing the level of urban green innovation;(3)Heterogeneity analysis indicates that the differences among pilot cities in terms of development type,geographical location,urban scale,and types of old industrial bases can lead to heterogeneity in the implementation effects of pilot policies for the low-carbon city.This study can provide policy insights for accelerating the process of green economic development in various cities in China and formulating specific strategies and plans for low-carbon development.
