产业创新生态系统周期性演进及其政策建议——基于自然技术与社会技术共演化的视角

摘　　要：产业创新生态系统是物理技术与自然技术共同演化的结果,其间自然技术创新和社会技术创新在不同演化阶段的动态变革方式、互动创新形式有所不同。一方面,自然技术创新是产业创新生态系统演进的根本动力,它通常先于社会技术变迁,这意味着在大力支持自然技术创新项目的同时要注重政策平台、制度等社会技术建设;另一方面,在推进自然技术创新期间,社会技术创新在很大程度上可为产业创新生态系统提供全方位支撑和强有力保障,这意味着要重视配套制度、政策、机制、标准等社会技术的跟进与调整,推动自然技术创新成果的高质量完成及其产业化。基于技术共演化视角,产业创新生态系统经历萌芽期、成长期、成熟期、蜕变期4个主要发展阶段,相应需提供完善自然技术、社会技术以及自然技术与社会技术共演化的政策。Industrial innovation ecosystem presents the result of the co-evolution of natural technology and social technology.Natural technology innovation and social technology innovation have different dynamic change modes and interactive innovation forms in different stages of evolution.On one hand,natural technology innovation is the fundamental driving force for the evolution of industrial innovation ecosystem.It usually precedes social technological change,which calls for the attention to the construction of social technologies such as policy platforms and systems while vigorously supporting natural technology innovation projects.On the other hand,during the period of natural technology innovation,social technology innovation in many extents can provide comprehensive support and strong guarantee for industry innovation ecosystem.Therefore,great importance must be attached to the follow-up and adjustment of social technology factors including supporting system,policy,mechanism,standards,as well as to promote the high-quality completion and industrialization of natural technology innovation achievements.Based on the perspective of technology co-evolution,the industrial innovation ecosystem goes through four major development stage of germination stage,growth period,maturity period and transformation period.Accordingly,it is necessary to provide policies to improve natural technology,social technology,and the co-evolution of natural technology and social technology.
