摘　　要：针对关于政府补助对企业技术创新效率影响的研究结论存在多样性的现状,突破将技术创新投入和产出纳入同一分析框架研究不足的局限,分创新研发和经济转化两阶段对企业技术创新内部过程进行剖析,为优化企业技术资源配置、政府制定有关创新补助政策提供参考。以2016—2021年我国上市专利密集型企业为研究样本,运用数据包络分析(DEA)模型和固定效应模型分析政府补助对专利密集型企业两阶段技术创新效率的作用,并进一步探究创新环境这一情境变量在其中的调节作用。结果表明:政府补助对专利密集型企业的两阶段技术创新效率均具有显著促进作用,其中对创新研发阶段的影响要大于经济转化阶段,而对不同企业性质和行业间企业影响的差异主要由于企业竞争程度不同,对非国有企业两阶段效率均产生了显著促进作用,对信息技术服务业、信息通信技术制造业企业的两阶段效率均显著正相关;创新环境优化有利于政府补助激励专利密集型企业创新研发效率提升,对经济转化效率为正向影响但不显著。由此分别从政府层面及企业层面提出相关对策建议。In response to the diversity of research conclusions on the impact of government subsidies on the efficiency of enterprise technological innovation,this paper breaks through the limitations of incorporating technological innovation input and output into the same analytical framework,and analyzes the internal process of enterprise technological innovation in two stages as innovation research and development and economic transformation,to provide reference for optimizing the allocation of technological resources in enterprises and formulating innovation subsidy policies by the government.Using China's listed patent intensive enterprises from 2016 to 2021 as the research sample,the paper uses the data envelopment analysis(DEA)model and the fixed effects model to analyze the effect of government subsidies on the two-stage technological innovation efficiency of patent intensive enterprises,and further explores the moderating role of the innovation environment as a contextual variable.The results show that government subsidies have a significant promoting ffect on the eficiency of two-stage technological innovation in patent intensive enterprises,with a greater impact on the innovation and research and development stage than the economic transformation stage,the differences in the impact on enterprises of different natures and industries are mainly due to the different levels of competition among enterprises,which have a significant promoting effect on the efficiency of non-state-owned enterprises in both stages,and on the information technology service industry;the two-stage eficiency of information and communication technology manufacturing enterprises is significantly positively correlated;optimizing the innovation environment is beneficial for government subsidies to incentivize patent intensive enterprises to improve their innovation and research and development efficiency,it has a positive impact on economic transformation efficiency but is not significant.Based on the above results,relevant countermeasures and s
