政策工具视角下我国省域体育产业高质量发展的驱动路径

摘　　要：基于政策工具视角,本文选取14个省级行政区已出台的154份体育产业政策文本,依据TOE理论框架划分政策工具类型,运用实地调查法、LDA主题模型和QCA方法揭示政策工具组合与省域体育产业高质量发展间的关系,研究我国省域体育产业高质量发展的驱动路径。研究表明:省域体育产业政策工具主要包括技术要素类、组织要素类和环境要素类3种;省域体育产业高质量发展仍较为依赖政府的支持和引导,同时需要数字体育技术、体育科技创新、数字体育服务等多种政策工具的有机组合与协同联动;政府支持下的技术主导型、环境引导型、“技术-环境”协同型路径是我国省域体育产业高质量发展的核心驱动路径。建议:优化体育产业政策工具体系,注重政策工具的要素匹配;加强统筹引领与顶层设计,推动省域体育产业多维度、协同化发展;加大科技投入和技术研发,助推省域体育产业转型升级。From the perspective of policy tools,this research selects 154 sports industry policy texts issued by 14 provincial-level administrative region,divides the types of policy tools based on the TOE theoretical framework,and reveals the relationship between the combination of policy tools and the high-quality development of provincial sports industry,explores the driving paths of the high-quality development of provincial sports industry in China by using field method,LDA thematic model and QCA method.The results show that:the policy tools of provincial sports industry mainly include three types of technology,organization and environment;the high-quality development of provincial sports industry still relies on the support and guidance of the government,and needs the organic combination and synergistic linkage of various policy tools,such as digital sports technology,sports science and technology innovation,digital sports service,etc.;under the support of the government,the technology-led path,the environment-guided path and the“technology-environment”synergistic path are the core driving paths for the high-quality development of provincial sports industry in China.Suggestions:to optimize the system of sports industry policy tools and focus on matching the elements of policy tools;to strengthen the overall leadership and top-level design and promote the multidimensional and synergistic development of provincial sports industry;to increase the scientific and technological investment and the technology research and development to boost the transformation and upgrading of provincial sports industry.
