营商环境生态促进体育产业全要素生产率提升的组态路径——以长三角城市群为例

摘　　要：优化营商环境是促进体育产业全要素生产率提升的必要条件。立足生态系统理论,基于2021年长三角城市群26个城市的截面数据,运用DEA-SBM模型测算体育产业全要素生产率,并结合模糊集定性比较分析法(fsQCA)实证分析城市营商环境生态的7个前因条件对体育产业全要素生产率提升的组态路径。研究发现:长三角城市群营商环境生态中的法治环境、政务环境、人力资源、创新环境和金融服务等核心条件“多因并发”,形成“政务环境+法治环境”联合保障型、“政务环境+金融服务”均衡推动型、“人力资源+创新环境”协同驱动型3条促进体育产业全要素生产率提升的等效路径。基于此,提出夯实法治环境的基石作用,创新产业监管方式;深化体育产业“放管服”改革,优化政务服务;建立“体育+金融”合作框架,强化“创新+人力”耦合效应等建议。Optimizing the business environment is a necessary condition to promote the total factor productivity of sports industry.Based on the ecosystem theory and the cross-section data of 26 cities in the Yangtze River Delta city cluster in 2021,this study uses the DEA-SBM model to measure the total factor productivity(TFP)of sports industry,and empirically analyzes the configuration paths of the seven antecedents of the urban business environment ecology improving the TFP with fuzzy-set qualitative comparative analysis(fsQCA).It is found that the core conditions of the business environment ecology of the Yangtze River Delta city cluster,such as legal environment,governmental environment,human resources,innovation environment and financial services,come into“multicausal combined action”,which forms three equivalent paths to promote the TFP of sports industry including“governmental environment+legal environment”joint guarantee type,“governmental environment+financial services”balanced promotion type and“human resources+innovation environment”synergistic driving type.Based on this,it is proposed to consolidate the cornerstone role of legal environment and innovate the patterns of industry supervision;to deepen the reform of“streamlining administration and delegate power,improving regulation,and upgrading services”in sports industry and optimize the governmental services;and to establish the cooperation framework of“sports+finance”and strengthen the coupling effects of“innovation+human resources”,etc.
