北京市《出生医学证明》线上申领服务效果分析

摘　　要：传统的《出生医学证明》申领方式为申请人在窗口排队办理,工作人员人工审核。这种方式耗时长、不便利、效率低且易出错。基于此,北京市于2021年推出了《出生医学证明》线上申领服务。本文通过分析该服务上线后的效果,发现线上申领服务能利用信息系统发挥身份核验更科学、申请流程更简洁、群众体验更满意、工作人员执行更灵活的优势。但同时也发现线上申领服务存在覆盖范围不全和各区应用状况不均衡的情况,提示北京市应进一步优化和宣传服务流程,不断提升群众对《出生医学证明》线上申领服务的满意度。The traditional on-site‘Birth Certificate’application is for applicants to line up at the window and have staff manually review it.This method is time-consuming,inconvenient,inefficient,and prone to errors.Based on these situations,Beijing launched online‘Birth Certificate’application service in 2021.This article analyzes the effect of this service.It shows that the service verifies personal information more scientifically through information system,simplifies the application process,receives more public satisfaction,and staff are more flexible.However,it also shows that the service has incomplete coverage and uneven development in various districts,which suggests that Beijing should further optimize and advertise this service and continuously improve the experience of online‘Birth Certificate’application services.
