摘 要:城市群人才政策协同机制即围绕区域人才协同作出的政策方面的系列安排,是推动城市群一体化建设世界重要人才中心和创新高地的突破点。梳理国内外城市群人才(政策)协同实践,提炼出人才互认互评、人才服务和福利互联互通、人才等创新资源合作共享等人才(政策)协同的重点内容和核心机制。我国在推动人才协同的过程中呈现出政府和政策的主导性,需要在竞合、点面结合、个性和共性统一的原则以及纵横两条分析主线下,重点关注合作动力机制、利益平衡机制、执行保障机制,进而实现城市群人才集聚、优化配置、优势互补、整体创新能力提升。The talent policy coordination mechanism of urban agglomeration is a series of policy arrangements made around regional talent coordination,which is a breakthrough point to promote the integration of urban agglomerations into an important talent center and innovation highland in the world.Sorting out the collaborative practice of talent(policy)in urban agglomerations at home and abroad,and extracting the key contents and core mechanisms of talent(policy)collaboration,such as mutual recognition and evaluation of talents,interconnection of talent services and benefits,and cooperation and sharing of innovative resources such as talent.In the process of promoting talent collaboration,China shows the dominance of the government and policy,and it is necessary to focus on the cooperation-power mechanism,interest-balance mechanism,and implementation-guarantee mechanism under the principles of competition and cooperation,combination of points and surfaces,unity of personality and commonality,and vertical and horizontal analysis,to realize the talent gathering,optimal allocation,complementary advantages,and overall innovation ability improvement of urban agglomeration.
