摘　　要：高等教育国际公共价值是对传统上高等教育“个体价值”与“社会价值”双重属性的超越和延伸,是一个关乎人类高等教育“共同未来”的世界性议题。以联合国教科文组织发布的系列报告为蓝本,构建了包含“理念”“使命”和“绩效”三个维度的高等教育国际公共价值分析框架。在此基础上,立足“公共管理者”的主体间差异,对穆尔的战略管理三角模型进行调整,提出了高等教育国际公共价值创造的“战略四棱锥”模型,明确了全球高等教育治理在本质上是关于“公共价值创造”这一基本事实。基于此,应重新审视我国在“战略四棱锥”中的位置与功能;以“自主知识体系”建设为抓手,提升我国高等教育的国际权威与支持;聚焦高等教育数字化转型,提高国际公共产品的供给能力,拓宽国际公共服务的边界。The international public value of higher education is the transcendence and extension of the tra-ditional dual attributes of"individual value"and"social value"of higher education,and it is a worldwide issue concerning the"common future"of higher education.Based on a series of reports published by UNESCO,this paper constructs an analysis framework of intemational public value of higher education,which includes three dimensions:"notion","mission"and"performance".In addition,based on the differ-ences among the"public managers",this paper revised Moore's"Strategic Triangle"model and proposed a"strategic pyramid"model of international public value creation in higher education,which clarified the basic fact that global higher education govermance is essentially about creating international public value.Therefore,we should re-examine the position and function in the"strategic pyramid";we should take the construction of"independent knowledge system"as the starting point and enhance the interna-tional authority and support;we should also focus on the digital transformation of higher education,im-prove the supply capacity of intemnational public goods and broaden the boundaries of international pub-lic services.
