摘　　要：后疫情时代物流行业加快向智慧物流方向转型升级,提升区域智慧物流能力有助于推动物流行业高质量发展。探索区域智慧物流能力发展提升路径,能够避免资源浪费,精准发展。文章从含义、特征和构成要素三个角度对智慧物流能力进行概念辨析,分别以长三角经济区和粤港澳大湾区作为研究对象,从区域智慧物流能力感知层、网络层和应用层角度出发建立3级评价指标体系,利用基于熵值的模糊物元欧式贴近度法对两个区域十年智慧物流能力进行测度,最后基于全面关系流管理理论判定区域智慧物流能力发展关键要素,并通过分析关键要素具体情况,得出相应发展提升路径。结果表明,一方面,长三角经济区智慧物流能力总体呈现稳步上升趋势,而粤港澳大湾区智慧物流能力相对较弱,需要通过对关键要素进行判定,进而通过优化与组织关键要素来改善。另一方面,关键要素位序差异下,提升区域智慧物流能力需要通过合理安排关键要素位序以上的要素资源来实现。本研究为区域智慧物流能力发展提升路径指出明确方向,为区域物流发展提供一定参考价值。In the post-pandemic era,the logistics industry is accelerating its transformation and upgrading towards smart logistics,and enhancing regional smart logistics capabilities can help promote high-quality development of the logistics industry.Exploring the development and improvement path of regional smart logistics capabilities can avoid resource waste and achieve precise development.This article analyzes the concept of smart logistics capability from three perspectives:meaning,characteristics,and constituent elements.The Yangtze River Delta Economic Zone and the Guangdong-Hong Kong-Macao Greater Bay Area are used as research objects,and a three-level evaluation index system is established from the perspectives of regional smart logistics capability perception layer,network layer,and application layer.The fuzzy matter-element European closeness method based on entropy is used to measure the smart logistics capability of the two regions in the past decadc,Finally,based on the comprehensive relationship flow management theory,the paper determines the key elements for the development of regional smart logistics capabilities,and analyzes the specific situation of the key elements to obtain corresponding development and improvement paths.The results indicate that:①The overall smart logistics capacity of the Yangtze River Delta Economic Zone shows a steady upward trend,while the smart logistics capacity of the Guangdong-Hong Kong-Macao Greater Bay Area is relatively weak.It is necessary to determine key elements and then improve them by optimizing and organizing them.②Under the differences in the order of key elements,enhancing regional smart logistics capabilities requires the rational arrangement of element resources above the order of key elements.This study provides a clear direction for the development and improvement of regional smart logistics capabilities,and provides certain reference value for regional logistics development.
