摘 要:目的在国家人才发展战略背景下,构建高层次人才的健康管理服务体系,为推动人才个性化精细化医疗保健服务夯实理论基础。方法采用定性分析方法,通过将Anderson模型进行优化,采用改良版新模型,运用德尔菲专家咨询方式,建立完善的健康管理指标体系。选取2022年2月—2023年4月烟台市人才分类认定的480名高层次人才为研究对象,邀请38名医学专家根据相关数据设计指标体系,对各级指标重要性和可操作性得分进行定量分析。结果构建基于Anderson模型的高层次人才健康管理服务的基本体系框架,明确了高层次人才群体健康管理服务体系相关评价指标,包含一级指标4项,二级指标12项,三级指标35项,并给予了专业赋权,确保体系的权威性。结论高层次人才健康管理服务体系是评价人才健康管理服务能力和水平的重要方式,其指标的确立既需要符合高层次人才这一特殊群体的医疗保健服务属性,又要符合当前健康管理工作开展的主基调。下一步还需持续跟进服务体系的运行过程,进一步优化完善,以期为推动高层次人才健康管理工作提供理论及数据支撑。Objective Under the background of the national talent development strategy,we build a health manage-ment service system for high-level talents and lay a solid theoretical foundation for promoting personalized and re-fined medical and health care services for talents.Methods This study adopted qualitative analysis method,optimized Anderson model,adopted improved version of the new model,and applied Delphi expert consultation method to estab-lish a sound health management index system.480 high-level talents identified by the talent classification of Yantai City from February 2022 to April 2023 were selected as research objects,and 38 medical experts were invited to de-sign an indicator system based on relevant data to conduct a quantitative analysis of the importance and operability scores of indicators at all levels.Results A basic system framework for high-level talent health management services based on the Anderson model was constructed,and the relevant evaluation indicators for the high-level talent group health management service system were clarified,including 4 first-level indicators,12 second-level indicators,and 35 third-level indicators.And professional empowerment was given to ensure the authority of the system.Conclusion The high-level talent health management service system is an important way to evaluate the capability and level of tal-ent health management services.The establishment of its indicators must not only conform to the attributes of medical care services for high-level talents,a special group,but also conform to the main tone of the current health manage-CHINA HEALTH INDUSTRY ment work.The next step is to continue to follow up the operation process of the service system and further optimize and improve it,in order to provide theoretical and data support for promoting high-level talent health management.
