国有资本发展壮大的理论基础与发展路径——基于马克思主义资本理论的视域

摘　　要：国有资本作为我国公有制资本的主要形式,既具有增殖性、累积性和扩张性等资本的一般属性,还具有人民性、政治性、战略性、合规性等自身的特殊属性。发展国有资本应当注重平衡两者的关系,积极发挥改变其他资本“特点”和“色彩”的作用,为坚持和完善社会主义基本经济制度、推动实现中国式现代化奠定更加坚实的基础。对此,建议从以下四个方面推动国有资本发展:一是聚焦提高核心竞争力强化资本运作,助推世界一流企业建设;二是围绕增强核心功能深化资本布局,服务战略支撑作用发挥;三是坚持共同富裕原则升华资本价值,助力效率与分配矛盾改善;四是协同其他各类资本放大资本效应,促进共同发展局面巩固。As the main form of public ownership capital in China,state-owned capital not only has the general attributes of capital such as proliferation,speculation,accumulation,and expansion,but also has its own special attributes such as people-oriented,political,strategic,and compliance.The development of state-owned capital should focus on balancing the relationship between the two,actively play the role of changing the"characteristics"and"colors"of other capital,and lay a more solid foundation for adhering to and improving the basic socialist economic system and promoting the realization of Chinese path to modernization.In response,it is recommended to promote the development of state-owned capital from the following four aspects:firstly,focusing on improving core competitiveness,strengthening capital operation,and promoting the construction of world-class enterprises;The second is to deepen the capital layout around enhancing core functions and play a supportive role in serving the strategy;Thirdly,adhering to the principle of common prosperity to elevate capital value and help improve the contradiction between effi-ciency and distribution;Fourth,collaborate with other types of capital to amplify the capital effect and promote the consolidation of common development.
