福建自贸区背景下闽台投资贸易效应研究

摘　　要：福建自由贸易试验区在投资便利化和贸易自由化方面的制度创新收效显著,有效地促进了闽台贸易和投资的增长。通过探讨福建自贸区的政策措施对闽台投资的贸易效应,剖析台企在闽直接投资对闽台贸易的影响机理,即台企对闽的直接投资引起了闽台两地间的贸易创造效应和贸易替代效应,提出福建自贸区应进一步促进投资便利化和贸易自由化,促进闽台金融深度合作,形成更大程度的先行先试和更高水平的贸易投资开放局面,积极引进台商投资,促进闽台间贸易,衔接国际贸易投资新规则,为营造更高水平的法治化、国际化、便利化营商环境提供建设思路。The institutional innovation of Fujian Pilot Free Trade Zone in investment facilitation and trade liberalization has achieved remarkable results and effectively promoted the growth of trade and investment between Fujian and Taiwan.By exploring the effects of policies and measures of Fujian Free Trade Zone on trade and investment across the Strait,this paper analyzes the influence mechanism of Taiwan enterprises’direct investment in Fujian on cross-Strait trade.In other words,the direct investment of Taiwan Residents enterprises in Fujian has brought about the creative and alternative trade effects for both Fujian and Taiwan.This paper puts forward some countermeasures and suggestions for Fujian Free Trade Zone to further promote investment facilitation and trade liberalization,and strengthen the in-depth financial cooperation between Fujian and Taiwan.Some constructive ideas are also given in such aspects as how to form greater and higher openness to trade and investment;how to actively introduce Taiwan Residents investment,promote Fujian-Taiwan trade,and link up with new rules for international trade and investment,eventually creating a higher level of legalized,international and facilitated business environment.
