摘　　要：铁路运输技术规章是铁路技术管理人员及现场作业人员工作的基本依据之一,铁路局集团公司技术规章体系的构建是指导集团公司开展技术规章管理工作的基础。为加强对专业部门、站段技术规章管理工作的指导,以中国铁路北京局集团有限公司为研究对象,通过调研相关专业管理部门和专业站段对技术规章日常管理情况,分析在技术规章管理中存在的问题。以问题为导向,以技术规章体系构建原则为基础,研究技术规章体系构建方案,梳理需纳入到技术规章管理的相关规章制度,为进一步提升铁路局集团公司技术规章管理工作提供技术支撑。Railway transportation technical regulations are one of the fundamental basis for the work of railway tech⁃nical management personnel and on-site operators.The construction of the technical regulation system of the railway bureau group company is the basis for guiding the group company to carry out technical regulation management work.In order to strengthen guidance on the management of technical regulations in professional departments and stations,China Railway Beijing Group Co.,Ltd.was taken as the research object.Through investigating the daily management of technical regulations by relevant professional management departments and professional stations,the problems in the management of technical regulations were analyzed.Guided by problems and based on the prin⁃ciples of constructing a technical regulatory system,research the construction plan of the technical regulatory sys⁃tem,sort out the relevant rules and regulations that need to be included in the management of technical regulations,and provide technical support for further improving the technical regulatory management work of the railway bureau group company.
