公营资本与太行抗日根据地的生产运动  

The State-owned Capital and the Production Movement in Taihang Resistance Base Area

摘　　要：在抗日根据地的生产运动中,政府掌握的公营资本发挥了重要作用,对此学界还未予以充分注意。本文以太行抗日根据地公营资本的主要管理者,即工商和银行系统为考察对象,梳理二者在生产运动中运用公营资本参与生产的活动。太行区工商系统在帮助解决种子困难、组织纺织运动、领导副业生产方面,发挥很大作用;银行系统在发放贷款时,逐渐找到合理分配贷款和切实扶助生产的办法。二者促进了全区生产运动的展开。但在物价问题上,太行区工商银行系统存在一些工作失误,导致物价大幅波动,对生产造成不利影响。在生产运动中,工商银行部门在正反两方面积累了管理经济的经验,公营资本进一步壮大和成熟,推动了新民主主义经济的建设。In the Production Movement launched by resistance base area governments,stateowned capital played an important role,which haven’t been noticed by the academia yet.This article focuses on the managers of state-owned capital in Taihang resistance base area,state banks and administration for industry and commerce,and explains how they use this capital to promote production.The administration for industry and commerce in Taihang district provided a lot of seed,and organized textile cooperatives,and helped people to sell regional specialties.The state banks found some way to allocate loans properly,and to make full use of loan funds.All of these activities made production movement advance.However,concerning the issue of prices,state banks and administration for industry and commerce made a few mistakes in their work,which caused an abnormal and significant fluctuation in overall prices,and influenced production in a negative way.In the Production Movement,state banks and administration for industry and commerce acquired knowledge about how to manage the economy,and the state-owned capital became more powerful,which promoted the construction of a new democratic economy.
