摘 要:《湖北学生界》作为由湖北官费留日学生主办的刊物,其创刊之初言论较为温和。湖广总督张之洞和湖北巡抚端方通过他们在日本经营的情报网络,早在该杂志筹备出版之际便已有所觉察。是时,张之洞主张查禁,而端方以并无“违谬字样”为由建议采取监管策略。随后,因拒俄风潮爆发,《湖北学生界》的论调渐趋激进,出现响应拒俄运动、主张“军国民主义”、批评清政府施政、宣传革命“排满”的倾向。与此同时,舆论界传出端方暗中支持《湖北学生界》的风说,致使端方无比紧张,极力撇清关系,迅速与张之洞在查禁一事上达成共识,随之,清政府经由收买主笔王璟芳干扰其发行,同时通过约束官费留学生、威胁内地“名誉会员”,致使其停摆。Hubei Xueshengjie,a publication spearheaded by Hubei students sponsored by the Chinese government,initially held a reputation for conveying a relatively moderate message.Both Viceroy of Huguang,Zhang Zhidong,and Hubei’s Governor,Duanfang,were cognizant of this fact early in the magazine’s preparatory stages via their intelligence networks in Japan.Initially,Zhang Zhidong advocated for the prohibition of the magazine,contrasting with Duanfang’s perspective that deemed it“not illegal”and suggested a more regulated approach.However,as the fervor of the Anti-Russian movement intensified,Hubei Xueshengjie’s discourse underwent a radical transformation,aligning itself with the movement,promoting nationalism,criticizing the Qing government,and advocating revolutionary theories.Simultaneously,speculations circulated regarding Duanfang’s clandestine support for the publication,leading him to grow increasingly apprehensive.In an attempt to distance himself from potential repercussions,Duanfang swiftly found common ground with Zhang Zhidong to endorse a ban.The Qing government further intervened in the magazine’s publication by coercing its principal author,Wang Jingfang,through bribery.By exerting influence on government-sponsored students and intimidating sponsors,the magazine succumbed to pressure and was eventually suspended.
