摘　　要：在后发现代化国家的发展进程中,经济高速增长伴随着公权力非公用化扩张引发的腐败增长问题,成为政府当局维系政治正当性的阻碍。1987年韩国民主化改革后,政府逐步构建了制度化的反腐模式以提升反腐效能,保证了韩国国民对政府的政治信任度。本文在回顾政治正当性研究的历程中构建了一个“反腐效能-政治正当性”的分析框架,并通过梳理韩国反腐模式的演进历程发现,韩国在从运动型反腐模式转向以运动型反腐为主、制度型反腐为辅模式再转向制度型反腐模式的过程中通过提升反腐程序正义保证程序正当性、营造优良政治生态来保证绩效正当性。同时,本文通过研究腐败感知指数与韩国社会对公职社会腐败程度的认识趋势发现,反腐行动所带来的程序正当性与绩效正当性共同作用,增进了民众政治信任,支撑了意识形态正当性,通过证明反腐绩效所带来的程序正义、治理绩效、政治信任转化为反腐效能,保证了政治正当性。In the development process of late-modernised countries,the rapid economic growth accompanied by the expansion of non-public power has led to the growth of corruption,which has become an obstacle for government authorities to maintain political legitimacy.After the democratisation reform of South Korea in 1987,successive governments have gradually constructed an institutionalised model of anti-corruption to enhance the effectiveness of the fi ght against corruption,and to ensure the political trust of South Korean citizens in the government.This paper reviews the history of political legitimacy research and constructs an analytical framework of“anticorruption effectiveness-political legitimacy”,and fi nds that South Korea’s anti-corruption model has shifted from a campaign-based model to a model that focuses on campaigning and is complemented by institutionalised anti-corruption,and then shifted to an institutionalised anticorruption model to enhance the effectiveness of anti-corruption and create political legitimacy.At the same time,through the study of the“Public Integrity Perception Index”and the“Trend of Korean Society’s Perception of the Degree of Social Corruption in Public Offices”,it is found that the combined effect of procedural justice and performance legitimacy brought by anti-corruption actions enhances the public’s political trust,supports ideological legitimacy,and proves that the performance of anti-corruption has been effective in enhancing public trust and improving public confi dence.legitimacy,proving that the procedural justice,governance performance,and political trust brought about by anti-corruption performance are transformed into anti-corruption effi cacy,ensuring political legitimacy.
