摘 要:在长三角更高质量一体化发背景下,推动区域内欠发达城市创新驱动发展是长三角区域必须解决的重要理论和实践问题。城市的创新基础是影响该地创新驱动发展的关键因素,其演化方向和内部要素之间的耦合情况是非常值得研究的问题。安徽省是长三角一体化发展的重要方面军,其主要城市在创新基础方面存在较大的地缘差异。本文选取安徽省安庆市作为研究对象,基于2007-2021年统计数据,构建创新基础综合评价指标体系,采用因子分析法、熵权-TOPSIS法和耦合协调度模型对其创新基础及演进方向、影响其创新基础的关键要素之间的耦合协调度进行分析。结果表明:2007-2021年,安庆市创新基础先升后降,近年来有退化趋势;创新基础的各要素呈现不同的演化方向,其中宏观发展能力、创新产业环境、创新主体呈现平稳优化的态势,而科研能力演化方向有退化的趋势;创新基础内部要素之间的耦合协调呈现出不断优化态势,其中宏观发展能力与其他要素之间有很好的耦合协调度,科研能力与其他要素耦合协调较差,是亟待加强的环节。鉴于此,提出了积极加大创新投入,紧抓创新主体和科研能力两个关键,加强与长三角发达地区合作,引导资源“向下”流动等对策建议。Under the background of higher quality integration in the Yangtze River Delta,it is an important theoretical and practical issue that the Yangtze River Delta region must solve to promote the innovation-driven development of less developed cities in the region.The innovation foundation of a city is the key factor affecting its innovation-driven development,and its evolution direction and the coupling between the internal factors are worth study.Anhui Province is an important front of the Yangtze River Delta integration development,and its major cities have great geographical differences in the basis of innovation.In this paper,Anqing City in Anhui Province is selected as the research object,and based on the statistical data from 2007 to 2021,a comprehensive evaluation index system of innovation foundation is constructed.Factor analysis method,entropy weight-TOPSIS method and coupling coordination degree model are used to analyze its innovation foundation,evolution direction and coupling coordination degree among key factors affecting its innovation foundation.The results show that from 2007 to 2021,the innovation base of Anqing City first increased and then decreased,and there is a trend of degradation in recent years.The factors of innovation foundation show different evolution directions,in which the macro development ability,innovation industry environment and innovation main body show a stable and optimized trend,while the evolution direction of scientific research ability has a degenerate trend.The coupling and coordination among the internal elements of the innovation foundation show a trend of continuous optimization,in which the macro-development ability has a good coupling and coordination degree with other elements,while the scientific research ability has a poor coupling and coordination with other elements,which is the link that needs to be strengthened.In view of this,it puts forward countermeasures and suggestions such as actively increasing innovation investment,grasping the two keys of innovation s
