安徽农民自建房质量提升途径研究

摘　　要：农民自建房建设是乡村振兴的组成部分,农民自建房的质量不良将影响乡村振兴这一国家战略。通过对安徽省乡村自建房调研房屋样本承载力分析表明:31.91%自建房处在“安全工作状态”,54.79%处在“超出安全设计状态但未达到危险房屋状态”,13.30%处在“危险状态”。为提升自建房的质量,提出了强化政府为主体的自建房管理机制、建立适用自建房的施工管理体系、有序推动自建房准市场化、专业知识技术指导培训、自建房设计标准化五条途径,其中后两条途径在自建房建设的实践中应用效果良好。研究成果为后续的自建房建设提供了重要参考。The farmers'self-built houses in villages are an integral part of rural revitalization,and their poor quality will affect the national strategy of rural revitalization.The study of the carrying capacity of the housing samples shows that 31.91%houses are in“safe working condition”,54.79%are in“beyond safe design condition but not in dangerous housing condition”,and 13.30%are in“dangerous condition”.Five government-led approaches are proposed to improve the quality of self-built houses:self-built house management mechanism,establishment of construction management system applicable to self-built houses,orderly promotion of quasi-marketisation of self-built houses,professional knowledge and technical guidance and training,and standardization of self-built house design,of which the latter two have been applied with good results in the application of self-built house construction.The results of this study provide an important reference for the subsequent construction of selfbuilt houses in villages.
