摘　　要：社会公正问题是推进中国式现代化的一个重要且复杂的问题。公共政策能够对社会公正产生直接的实质性影响。以公共政策实现社会公正的关键是如何达成实质公正与程序公正的双重目标。本文在分析实质公正和程序公正的内涵特质和相互关系的基础上,提出一种分解与融合的方式,即通过实质公正与程序公正的双向调节,对以关系平等与实质机会平等为主要内容的社会公正原则进行价值要素的分解、细化,将分解后的价值要素融入政策制定、政策执行和政策评估等各个环节的程序设计中,并与程序本身的公正要求相结合,进而实现实质公正和程序公正的统一。Social justice is an important and complex issue in promoting Chinese modernization.Public policy can have a direct and substantial effect on social justice.The key to realizing social justice by public policy is how to achieve the dual goals of substantive justice and procedural justice.Based on an analysis of the connotations,characteristics and relationships of substantive justice and procedural justice,this paper proposes a method of decomposition and integration,that is,through the two-way regulation of substantive justice and procedural justice,to decompose and elaborate the value elements of social justice principles which are based on relationship equality and substantive opportunity equality.The decomposed value elements are then integrated into the program design of policy formulation,policy implementation and policy evaluation,and combined with the requirement of the procedural justice itself,so as to achieve the unity of substantive justice and procedural justice.
