基层治理专业群的学科范畴及人才培养路径研究

摘　　要：基层事务的交织性、复杂性和不确定性催生了对复合型基层治理人才的需求,而基层治理专业群是高等教育基于学科专业发展规律回应这一需求的有效措施。基层治理专业群主要包含法学、社会工作和行政管理等核心专业,这些专业立足于法治型基层治理、服务型基层治理和协同型基层治理模式,培养具备法治能力、服务治理能力和协同治理能力的复合型基层治理人才。建设分阶段、多维度的专业群育人体系,构建跨学科、协同型的专业群育人格局,探索整合式、模块化的专业群育人课程,创新联动式、动态化的专业群育人机制,建立多主体、应用型的专业群育人平台,能够有效助力基层治理专业群发挥育人效能。The interweaving,complexity,and uncertainty of grassroots affairs have given rise to a demand for composite grassroots governance talents.The grassroots governance professional group is an effective measure for higher education to respond to this demand based on the development laws of disciplines and specialties.It mainly includes core majors such as law,social work,and administrative management.These majors are based on the rule of law,service-oriented,and collaborative grassroots governance models,cultivating composite grassroots governance talents with the ability of rule of law,service-oriented governance,and collaborative governance.By building a phased and multi-dimensional professional group education system,constructing an interdisciplinary and collaborative education pattern,exploring integrated and modular education courses,innovating linkage and dynamic professional group education mechanisms,and establishing a multi subject and application-oriented education platform,we can effectively assist grassroots governance professional groups in unleashing their educational effectiveness.
