摘　　要：数字时代的到来对贸易的监管提出新的要求,各国为保障本国数字服务行业的发展,相继制定数字服务贸易限制性措施,形成数字服务贸易壁垒。为探究其贸易效应,本文选取50个国家2014~2019年的面板数据,构建扩展引力方程,运用固定效应模型对数字服务贸易壁垒给服务贸易进口带来的影响展开实证分析,得出结论:数字服务贸易壁垒显著地阻碍了服务贸易进口;分政策领域来看,基础设施连通性的限制政策对服务贸易进口的负向影响强度最大;分行业来看,金融服务受到数字服务贸易壁垒的抑制效果最强;分国家类型来看,同为OECD国家和同为发达国家受到数字服务贸易壁垒的影响更显著;此外,互联网发展水平的升高具有削弱数字服务贸易壁垒贸易效应的调节作用。本文最后还针对研究结论就中国服务贸易的发展提出相关政策建议。Because of the appearance of the digital era new demands for the regulation of trade have been made.In order to ensure the development of their own digital service industries various countries have introduced digital service traderestrictiveness measures and formed barriers to digital service trade.In order to explore their trade effects this paper selects panel data of 50 countries from 2014 to 2019 to construct the extended gravity equation and uses the fixed effect model to carry out empirical analysis on the impact of digital service trade barriers on service imports.The conclusion is that digital service trade barriers significantly hinder service imports;by policy area the restriction policy of infrastructure and connectivity has the greatest negative impact on service imports;by industry area financial services are the most inhibited by digital service trade barriers;by country type both OECD countries and both developed countries are more significantly affected by digital service trade barriers;in addition the rise of Internet development level has the moderating effect of weakening the effects of digital service trade barriers.At last this paper also shows some suggestions on the development of China’s service trade according to the conclusions.
